SPOILER ALERT!!!  The TVA seems to have power over beings in the Sacred Timeline which would include the Celestials and Odin but not Dormammu. If we belIeve the  TVA , the Multiverse used to be at war and to stop this great war the  Time-Keepers  have been undoing the Multiverse and creating one Universe called the  Sacred Timeline. Even if this is true the Multiverse does exist and beings like  Dormammu  live in an alternate dimension and seem to out of the control and dominion of the  TVA . Dormammu Dormammu  exists in and is the absolute ruler of the  Dark   Dimension . The  Dark   Dimension  is not controlled by time and it would seem is not under the control of the  Time-Keepers. Dark Dimension It’s possible that  Dormammu  and the  Dark   Dimension  was part of the Multiverse war and even though he didn’t win,  Dormammu  is not controlled nor effected by the  Time-Keepers . She has to literally cry and eat a sandwich to get by her growing depression that she keeps shoving away with smiles. And then, the saddest part. She can't see a happy future for herself so she wants to die doing good one last time, and makes it her duty to sacrifice herself for the future of the Avengers and the world.   l'll, you may know this fact that since the age of Ultron, in all the battles Wanda (Scarlet witch) has fought, in none of them, she got the opportunity to use her telepathy powers. Case 1 In age of Ultron, she faced a huge army of robots, who were feelingless and mindless. She obviously couldn't ambush them with telepathetic powers. So, there she failed to use it. Case 2 In Captain America civil war, she was forced to fight her own friends, she never wanted to harm them. So, why in the world would she use her power so recklessly? That's why here also, she failed to use it. Case 3 In the Infinity war phase, she faced an army of mindless beasts who could never be controlled or ambushed by telekinesis. Just in this film only, She also had faced super assassins, but she couldn't do anything to ambush them because they were too skilled. Finally, she used her telekinesis in endgame for saving her other friends, against Thanos. Well, this is the overall case why Wanda could
