Why wasn't Steve Rogers (Captain America) in Falcon and the Winter Soldier?

For a number of different reasons.

The first one is because both Sam Wilson and Bucky Barnes needed to find their own way through this world without the leadership, friendship and guidance of Steve Rogers.

That was one of the main points in Falcon and Winter Soldier.

Both heroes and best friends of Steve had to find their own moral compass and to decide what was best for both of them.

What happened to our heroes also mirrored itself in the world. A world in which there was no more Steve Rogers.

Steve Rogers, a beacon of hope that had existed for more than 100 years. Rogers was removed from the world and it was a darker world for it.

Society and the world much like Sam and Bucky had to learn to find their own moral code and principles. They no longer had Rogers as their perfect idol.

The second reason was a more practical and obvious one. That’s because Steve Rogers was no longer with us. Rogers is deceased .

Bucky: “We have a mutual friend ”

Sam: “That friend is now gone”

Obviously they are talking about Steve Rogers in the past tense because he’s no longer with us. It means he’s deceased!

So in conclusion, Steve Rogers was not in Falcon and the Winter Soldier because the world had to find its own way as well as our heroes and because he’s no longer with us.
